Default Evap code... Problem found, need help

So I just recently bought a 98 Dakota Sport about a month ago and it came with the PO455 code. Just filled it up with gas yesterday and noticed it would spill a little after a turn, and I found the issue.
I believe it to be the fuel filler neck which one part is completely missing and thats where the fuel spills from since its so full right now.
I'm no mechanic, but do I just need to buy a new part and is it easy to replace? Do I have to somehow empty all the gas out before I attempt repair?



A little history about the truck that I know of:
It used to belong to a police chief and he passed away and his wife let the truck sit for about 3 years which caused a considerable about of rust everywhere.

That is the fuel filler neck and you can buy the part, if the hoses are good you can probably reattach them to the new filler neck with hose clamps, and can be done without pulling tank , its not a bad job but can be tedious,,I would try and use enough gas so it gets down to half a tank and then change it , there are screws around the gas cap that hold it in place , just be careful with the hoses when removing and secure them good to the new filler neck ,this is what the new one looks like http://www.ebay.com/itm/New-Fuel-Fil...ZXRtis&vxp=mtr

If that's rusted like that, what does the REST of the underbody look like?

But yes, new hoses and clamps.

I'd measure the length, then when the new filler neck comes in, pick up new fuel line / fuel filler hoses that fit the new neck.

Do NOT use radiator hose! It's not designed to handle gasoline; but the local auto part stores happen to have generic filler hose on the shelve.

Also, if possible, find a 360* hose clamp (not the cheapie worm gear, but the expensive ones, or the band-of-metal kind most people cuss at when they have to take it off) to make sure it's got a full seal.

Yes if you decide to replace hoses , buy new fuel rated hoses as there is a difference and buy top quality clamps,, its not a bad job but dont light a Marlboro around it

Get the new neck in, and before you install it, take it to the store.

Or, if you wish to be able to mail order, worst case, take some string; wrap it around; measure how long it is to where it touches itself again; and divide that by 3.14 .

(Harbor Freight also sells a plastic caliper sometimes for 99 cents; it's accurate enough for this since you don't care if it measures 2.24939; that's 2 1/4" close enough.)

I actually had to do this exact job. I found a place called Filler Neck Supply Co. on the web. As the name suggests, they are specialists, but I found the cost to be reasonable: $52 for the neck in 2014. They had the specific hoses, too. Project went smooth after finding the parts.
