I am looking for the best and complete leveling kit for a 2000 Dakota. I would like one that comes with all 4 shocks as well. My searches have not turned up much.
2wd or 4wd? If it's a 4x4, it's gonna be tougher. There were lift kits for earlier trucks but in 2000, Dodge made a change in the steering system, going to a rack and pinion unit. It's a bit harder to lift a truck with rack and pinion steering. The older lift would still work but the R&P is gonna be hard to alter for the lift. You may want to seek out a good 4x4 fabrication shop that might be able to work around this, or go with a body lift.
IMHO, torsion keys are not worth the time and expense to install. You can level out the truck by cranking the torsion bars a turn or two.
