2002 3.7liter burnt crispy oil under the valve cover. Need help

I just bought the truck it's a 3.7 I was told that they thought it had jumped time. When I got it home and tried to start it, it started up rough and and died it won't idle no check engine light but I was able to give it some gas and keep it running and the oil light came on so I shut it down and pulled the drivers side valve cover and found thick burnt oil inside can anyone help me out with this is the oil pump bad or do I need to change the timing chain?
