Is there any refrigerant pressure in the system at all? Do you hear the compressor come on when you push in the /C button? Inside fan work? I have an 06 and it can't be that different. Dakota systems are pretty basic. What are you using to fill up the system? The new freon cans have a safety nipple that must be depressed using a new type of adapter or else the old piercing valve method won't work, if that's your problem. I found this out by accident. Follow this link and you'll see what I mean:

If your system is empty, i.e., no pressure, there may be a leak that needs repair. Hope this helps and good luck.
