Recently bought a 98 Dakota while at idle the gas gauge reads empty then once I'm moving it will move up to actual fuel level. While driving it will randomly drop down to empty and make the low fuel warning noise then rise back up. Any solutions to this problem? Its a 5.2 V8 with a 5 speed manual if that makes any difference.

My '98 does the same thing, but only between 1/2 and 5/8 full on the gauge.
My '93 worked intermittntly and my '95 quit working completely. The fix, if it bothers you enough, is to run the tank empty and drop the tank to replace the sending unit. While in there it is probably wise to replace the fuel pump as well, unless you don't mind dropping it again later to replace it. With my older trucks I always filled the tank completely and reset the trip odometer. Then I went by the miles on the trip odometer to tell me when to fill. The '98 has the low fuel chime when it drops out, so i will probably replace the sending unit just to stop the annoying chime every time the fuel gauge drops out. No annoying low fuel chime on the older ones.
