I used to get that on my '96. It would come back to life if I "whomped" the top of the dashboard. Sometimes it took two or three times! If that works for you, here's the final answer. Pull out the instrument panel. Take it apart, it comes in two halves like a sandwich. There are pins and receptacles that get mated when the sandwich is put back together. That's where I had a rusty connection, producing an "open" (not a short). Cleaned all the connections, and it worked all the way to trade-in! If that doesn't work for you, I also had a similar problem that ended up being the multi-function (turn signal) switch. About $50, but an easy replacement.
